Fostering Changes

The Fostering Changes programme was developed in the mid‑2000s by the Adoption and Fostering National Team at the Maudsley Hospital in collaboration with King’s College London, prior to its national rollout in 2009.

It is a 12 week programme for foster carers, delivered in two cohorts, for children under 12 and those over 12. When it was originally launched, The Fostering Network was a key delivery partner.

The Foster Care Practice Guide, produced by Foundations and commissioned by the Department for Education, was launched in May 2026 and brings together the best available evidence on interventions for foster care. The guide recommends The Fostering Changes programme as a successful intervention.
