In October 2025, Welsh Government held a consultation on personal education plans for children looked after: draft guidance for practitioners to seek views on draft new non-statutory guidance for local authorities and schools.
Our Foster Carer Advisory Board and Youth Advisory Board fed into our response to this consultation.
We are pleased Welsh Government are introducing a guidance to help improve the PEP process and content to be more child centred. However, in our response, we highlighted the limitations on how consistently the guidance will be implemented as it is non-mandatory, in particular accountability for when things do not go well and the suggested attendees for meetings. We also stated there should be further clarity on roles for follow-ups outside of the school setting.
